Purpose

The main purpose of the position is to develop, manage, and monitor Executive Support Services and related policies, ensuring compliance with legislation.


Key Performance Areas

  • Strategic Leadership: Define and support the strategic direction within the Office of the Executive Mayor.
  • Policy Implementation: Implement lawful policies, resolutions, and bylaws of the municipal council and other government spheres.
  • Legislative Compliance: Ensure adherence to reporting frameworks, including the Municipal Systems Act, Municipal Structures Act, Municipal Finance Management Act, and City Council resolutions.
  • Operational Interface: Facilitate coordination between the OEM and all City departments and agencies.
  • Committee Support: Develop integrated and effective committee and secretariat services for organizational needs, reporting, and communication.
  • Financial Management: Manage the department’s financial administration to ensure efficient, economical, and transparent use of resources.
  • Human Resource Management: Lead HR development to foster a productive work environment, enhance workforce capacity, and improve overall performance.
  • Change Management: Influence and communicate across all business levels to minimize resistance to change.
  • Stakeholder Management: Build and maintain strategic relationships with internal and external stakeholders, including customers, service providers, and legislative agencies.

Core Requirements

  • Education: Degree in Business Management, Public Management, Law, or relevant equivalent (NQF Level 7 qualification).
  • Skills: Proficient in computer literacy, interpersonal, and conflict management skills.
  • Experience: 5-8 years’ relevant Secretariat services experience, including 5 years at senior management level.

Additional Notes

  • Candidates without the NQF Level 5 Finance Management qualification must obtain it within 18 months, as per National Treasury requirements.
  • Appointments will be for a 5-year fixed term, subject to signing an employment contract, performance agreement, and financial disclosure.
  • Competency assessments and security clearance will be conducted.
