REQUIREMENTS

  • A relevant NQF level 7 qualification in Public Management, Business Administration, or a related field.
  • Driver’s license.
  • 3 years of relevant experience at the ASD level in the Performance Monitoring and Evaluation field.

Knowledge Requirements:

  • Understanding of government M&E processes.
  • Sound knowledge of:
    • Public Finance Management Act (PFMA).
    • Treasury Regulations.
    • Policy Framework for Government-wide M&E Systems.
    • Framework for Managing Performance Information.
    • Framework for Strategic Plans and Annual Performance Plans.
    • Public Audit Act.

DUTIES

  • Plan and manage performance monitoring and evaluation activities.
  • Develop, review, and implement the Monitoring and Evaluation Strategy.
  • Collate, consolidate and validate the annual performance report on the implementation of the Annual Performance Plan.
  • Analyse quarterly performance reports.
  • Monitor and evaluate the implementation of the departmental Strategic Plan toward attaining strategic objectives.
  • Conduct provincial visits to assess the state of performance.
  • Coordinate information for the Management Performance Assessment Tool (MPAT) for Strategic Management.
  • Monitor the implementation of MPAT development plans.
  • Assist in monitoring the implementation of recommendations from the Internal Audit and the Auditor-General SA regarding performance information management.

Applicants must adhere to the following instructions when applying:

  1. Application Submission Requirements:
    • Applicants are not required to submit copies of qualifications and other relevant documents at the application stage.
    • Submit a fully completed new form Z83 (obtainable from any Public Service Department or at www.gov.za/documents) and a detailed Curriculum Vitae (CV).
    • Applications using the incorrect application form (old Z83) will not be considered.
    • Each Z83 application form must be fully completed, signed, and initiated by the applicant. Failure to sign the form may result in disqualification during the selection process.
    • A recently updated, comprehensive CV should accompany the Z83 form. Sections A, B, C, and D on the form are compulsory, while Sections E, F, and G are not compulsory if the CV is attached. However, applicants must answer the question in Part F regarding conditions preventing re-appointment.
  2. For Non-RSA Citizens/Permanent Resident Permit Holders:
    • If in possession of a foreign qualification, it must be accompanied by an evaluation certificate from the South African Qualification Authority (SAQA), but only when shortlisted.
  3. Shortlisting and Assessment:
    • All shortlisted candidates for Senior Management Service (SMS) posts will be subjected to a technical competency exercise to test relevant job elements. The logistics of this will be communicated to the department.
    • Following the interview and technical exercise, shortlisted candidates may also be required to attend a competency assessment using the DPSA SMS competency tools.
    • For appointments at the SMS level, completion of the Senior Management Pre-entry Programme is required. This program is endorsed by the National School of Government and can be accessed at: SMS Pre-entry Programme. Proof of registration or completion must be indicated in the CV.
  4. Conditions of Appointment:
    • No appointment will take place without proof of successful completion of the pre-entry certificate.
    • Applicants who fail to comply with the requirements or submit late applications will not be considered.
    • Due to the expected high volume of applications, acknowledgments will not be sent. If you are not contacted within three (3) weeks after the closing date, consider your application unsuccessful.
  5. Important Notes for Shortlisted Candidates:
    • Only shortlisted candidates will be required to submit supporting documents by the interview date.
    • The successful candidate will undergo security vetting, including verification of qualifications and competency assessment (criminal record, citizenship, credit record checks, qualification verification, and employment verification).
  6. Declaration of Investigations:
    • Applicants must declare any pending criminal, disciplinary, or other investigations. If uncovered during or after the interview, the application will not be considered. If appointed, such an appointment may be terminated.
  7. Conflict of Interest:
    • All applicants must declare any actual or perceived conflicts of interest, as well as memberships of boards or directorships.
  8. Probation and Representivity:
    • Successful candidates will be appointed on a 12-month probation period and must sign a performance agreement.
    • Appointments will be made with the intention of promoting representivity and achieving affirmative action targets in line with the Department’s Employment Equity Plan.
