BUDGET AND TREASURY DIRECTORATE
Position: Revenue and Expenditure Manager
Salary Scale: Task Grade 17 (R748,486.20 – R971,606.88 per annum)

Requirements:
- Grade 12 (Matric)
- Preferably a B Degree in Commerce (NQF Level 7) with accounting or equivalent
- Minimum of 3 years experience in a Revenue, Budget, or Financial Management role in a Local Government environment, with at least 2 years at a management or supervisory level
- Minimum competency certificate in Municipal Finance Management Programme (MFMP/CPMD), or the ability to complete the certificate within 18 months from the date of appointment
- Strong understanding of the Municipal Finance Management Act, National Treasury Regulations, Municipal Ordinances, Corporate Governance, Risk Management, Taxation, and other related legislative requirements
- Computer literacy (Excel, Word, Outlook, Presentation, etc.)
- Valid Driver’s Licence
Key Responsibilities:
- Define and implement immediate, short-term, and long-term objectives/plans for the Revenue and Expenditure functionality
- Manage and control key performance indicators and outcomes of personnel within the division
- Implement specific financial procedures, systems, and controls for various financial activities
- Oversee the Revenue division, including consolidated billing, customer care, property valuations, debt management, and revenue sources
- Manage the Expenditure division, including creditors, expenditure, payroll, and VAT administration
- Ensure compliance with MFMA and MPRA Acts and other legislative statutes governing Revenue and Expenditure
- Control accounting administration functions, ensuring the balancing of control accounts and reconciliation of suspense accounts
- Coordinate and prepare budget estimates and cash flow management for Income and Expenditure
- Develop Revenue and Expenditure accounting policies, systems, and procedures
- Facilitate the development of the Departmental Service Delivery Budget and Implementation Plan for Revenue and Expenditure
- Provide inputs to legal and contract management matters
- Liaise with relevant stakeholders both internal and external
- Chair the Internal Revenue Enhancement Committee
- Attend Standing Committee and Departmental meetings
- Assist the CFO with the operations of the Finance Directorate
